Citizens want government to work effectively, seamlessly, and openly. they don't care what happens in the "back office" but are concerned about how quickly their applications are processes, their claims are adjudicated, and the questions answered. Technology can assist in the creation of seamless and transparent interactions between government and citizens.
In order to have true transparency, all must be disclosed. That includes the "warts and all". That is not the case in government. Only success is heralded which should not be the case. As a project manager, I have learned more by looking at the failures of both my own projects and others to see what not to do in the future. A great example of this is at the Washington State Transportation Improvement Board. This was an agency that was failing, until a full transparent and open operating enviroment came about in 2001.
