The current 911 infrastructure, while great, is more that 30 years old. The local, state, and federal governments should invest in upgrading the infrastructure of 911 communications to a IP based system. This will allow citizens to effectively hold two-way communications with Public Safety Answer Points (PSAP) via text message, video images, and other sensor data. This can be achieved in most localities with the current funding models.
